Important Note on Letters of Medical Necessity (LMN) and FSA/HSA Eligibility

FSA/HSA-eligible expenses are those where an FSA/HSA Card can transact the expense without the need for further documentation (as long as a retailer is set up to accept your FSA/HSA card).

Ineligible or Not Eligible expenses may be approved with a doctor's note if there is a medical need. However, every FSA/HSA administrator has different auditing rules that often complicate the process for reimbursement.

The list of eligible expenses only includes FSA/HSA-eligible products and services that do not require additional LMN documentation. Items listed under "Expenses not approved with your FSA/HSA" may qualify for FSA/HSA reimbursement if you receive a Letter of Medical Necessity.

Who determines FSA and HSA eligibility?

The IRS sets the standard guidelines for tax-free medical expenses. These guidelines are revisited from time to time and updated accordingly on the FSA/HSA Eligibility List.

Is there a difference between FSA and HSA eligible expenses?

For products, no. All FSA products can also be considered HSA products. When it comes to services, the predominant difference is that HSAs may cover insurance premiums in choice cases while FSAs do not.

What is the difference between "FSA/HSA-eligible" and "Requires Letter of Medical Necessity"?

FSA/HSA-eligible products are items that you can purchase with an FSA/HSA card without any other documentation (but note that retailers must be set up to accept payments via your card). Items that require a Letter of Medical Necessity are actually ineligible expenses where an exception is made based on medical need determined between you and your doctor.

Can I use my HRA on the same FSA/HSA qualified items?

Yes — you can use your HRA (Health Reimbursement Arrangement) to pay for many of the same items that are FSA/HSA-eligible, but it depends on how your HRA is set up by your employer. Unlike FSAs and HSAs, HRAs are not standardized. Your employer decides:

  • What categories are eligible
  • Whether you can use the HRA alongside an FSA or HSA
  • If it's limited to premiums, post-deductible expenses, vision/dental, or general 213(d) expenses

What can I use my Limited Purpose FSA for?

A Limited Purpose FSA (LPFSA) is a special type of Flexible Spending Account that can only be used for specific expenses — primarily dental and vision care — and is designed to work alongside an HSA (Health Savings Account) without disqualifying you from HSA eligibility.

What can I use my Dependent Care FSA for?

A Dependent Care FSA is a pre-tax benefit account that allows you to pay for the cost of care for your dependents — such as childcare or adult day care — so that you (and your spouse, if married) can go to work, look for work, or attend school full-time.

These expenses are non-medical and must be necessary to enable you to work. Eligible dependents include children under age 13 or adults who are physically or mentally incapable of self-care and live with you.
